Lawyers, accountants and other professionals in Bologna, Italy, were allegedly involved in getting bent garages to fill out false accident reports for them.
Cops in the laid-back university city got pounds 70 a time to approve claims which rivalled those of traffic-clogged Naples in three years.
Prosecutors say that the conspiracy members treated the fraud as a "cashpoint".
