Business week ranking?

I have recently learned that USAA was ranked #1 in customer service by Businessweek magazine. I have not had good customer service from this company ever. When I call I always have to call back a 2nd time because info given is wrong or confusing. Once I called to get a quote for my nephew (who lives with my sister) and they started giving me information about my sister's account that I did not ask for. The rep automatically thought I was my sister since I was calling for her son and did not even verify me. I don't understand how Businessweek considers them the #1. They probably have some type of stake in this company.
